Creates a non-binding, 10-minute purchase intent from an unexpired quote. The price is
copied from the quote and is never accepted from the request. Requires the organization
admin role or the domains:purchase permission.

Buying a domain takes three calls: quote, intent, confirm. Quotes and intents are
non-binding; only Confirm Purchase Intent can lead to a registrar charge.
