Publish the agent test draft

Copies the draft into a new immutable version and points the test at it.
The draft row stays editable. Publishing does not execute the test.

Publishes the current draft as the next immutable version when it is executable and different
from the current publication. Rollback uses the same body to copy a published version into the draft.
